
Cities Consortium has put in place a fully equipped human resource unit that conducts education and training programs of city elected officials and city technical staff. Our pool of capacity building experts is comprised of urban experts, planners, environmentalists, urban managers, former Mayors, university lecturers and other qualified personnel.
Certificate in City Leadership (CCL) Program
Certificate in City Leadership is one of the courses offered to city elected leaders. The course targets mayors and councilors and is intended to equip them with basic knowledge in ten competency areas relevant to their roles as city leaders.
Our trainings provide the elected officials with the knowledge they need to effectively operate within the law, plan and build for the future of cities, secure and manage city funds, protect the environment, climate change adaptation, foster good governance, recognize and respect for human rights, support inclusivity and enable good community and staff relationships.
The CCL awarded at the end of the training recognizes the Mayors and Councilors for accomplishing training in the following competency areas
1. Roles and responsibilities of elected leaders – focuses on elected officials’ roles and responsibilities, council meetings, management of meetings, records management.
2. Public finance resource management –focuses on sources of revenue, expenditure, fiscal policy and forecasting, budgeting and accountability.
3. City planning and development – focuses on land use, infrastructure, zoning, annexation, strategic planning, and economic development.
4. Effective local leadership – focuses on soft skills, human resource development, and community outreach.
5. Good governance – focuses on constitutionality and rule of law, the Local Government Act, democratic principles, ethics, combating corruption, accountability, transparency, conduct of public affairs, management of public resources and respect for human rights.
6. Decentralization – focuses on rationale and justification.
7. Environment protection – focuses on importance of environmental protection, hazards of environmental degradation and mitigation.
8. Climate change – focuses on awareness of climate change, climate mitigation and adaptation and promotion of renewable energy and circular economy.
9. Gender balance and inclusivity – focuses on gender sensitivity, equality and inclusion of all marginalized and vulnerable members of the community in all city activities, planning and programs.
10. SDGs and the New Urban Agenda – understanding the SDGs, the New Urban Agenda and strategies for building equitable, livable, safe, resilient, inclusive, sustainable cities.
